Emergency services have received about 6,000 calls for emergencies and rescues, Acevedo said during a televised media briefing on Monday.

Houston Mayor Sylvester Turner said as of Monday evening more than 3,000 people had been rescued and 8,000 people were in shelters.

Overall damage from the storm is expected to be in the tens of billions of dollars.

"We want to take care of the people of Texas and Louisiana when that happens - we'll see what happens with the flow, the flow seems to be heading towards Louisiana right now, as we speak - we'll be there for the people of Louisiana also".

Per the L.A. Times, the number of confirmed deaths has risen to at least nine people.

People evacuate their homes using a truck. About half of them are at the George R. Brown Convention Center.

Hertz Global Holdings said that it has closed all but two of its 45 Houston-area locations.

Since launching a fundraiser Sunday, the Texan has already raised more than $500,000.

Nearly half of the USA refining capacity is in the Gulf region. The reduced supply led gasoline futures to hit their highest in two years this week as Harvey knocked out about 13 percent of total U.S. refining capacity, based on company reports and Reuters estimates.
