New York's top elected Democrats rallied against the Republican Congress' proposals to repeal and replace the Affordable Care Act, also known as Obamacare, saying they will take legal action, if necessary, to stop it.

If the bill passes, Cuomo said the state of NY will sue the federal government for violating the rights of Americans.

Cuomo and Schneiderman made the pledge at a boisterous rally in Manhattan that also featured speeches from New York City Mayor Bill de Blasio, Assembly Speaker Carl Heastie (D-Bronx) and Lt. Gov. Kathy Hochul. "LIVES are on the line, I am scared", Luchow said. Defunding Planned Parenthood would "create an undue burden on women's fundamental constitutional right to reproductive health care, while placing unconstitutional conditions on federal dollars that fund vital services like breast cancer screenings, STD tests and more", Schneiderman said. Meanwhile, the Faso-Collins amendment represents a cynical ploy to meddle in New York's Medicaid funding system, requiring massive state tax increases to offset billions in lost federal funds.

Republicans in NY have pushed back against Cuomo's criticism, saying NY should pick up the cost shift from the counties to the state.

He says there have been more than 12 million visitors to the Adirondacks, and it's a $1.3-billion industry.

In addition to the reductions under the Faso-Collins amendment, both the Senate and House plans would greatly slow the growth of Medicaid spending and would defund Medicaid expansion programs that NY added under Obamacare.

"The Senate health care bill is an assault on New Yorkers that would decimate hospitals and devastate healthcare access", Cuomo said.

Two million New Yorkers could lose their health care altogether.

"This is not a health care bill", de Blasio said. "This is not a healthcare bill, this is a wealthcare bill", Mayor de Blasio said.

The bill needs 51 votes to pass, but there are still a number of Republican holdouts.
