Philippine President Duterte says he would congratulate man who rapes Miss Universe

The Miss Universe beauty pageant was hosted in the Philippines in January 2016, with a new bid expected to be made to host the event late this year.

While campaigning for the presidency in April 2016, Duterte made horrific remarks about an Australian missionary who was gang-raped and murdered during a 1989 prison riot in Davao, while he served as mayor.

During his speech last Friday, Mr. Duterte also bragged he once feigned tuberculosis to escape mandatory military training in college. "Maybe I will even congratulate you for having the balls to rape somebody when you know you are going to die", Duterte said, according to Al Jazeera.

In May, Duterte said that he would allow his soldiers to rape up to three women during an operation in the southern part of the country. Malacañang again downplayed the remark but that was among the reasons human rights advocate Samira Gutoc-Tomawis cited for her resignation from the Bangsamoro Transition Commission.

The incident occurred at the 11th Ambassadors' Tour Philippine reception in Davao City, where Duterte acknowledged the help given by the United States and China for the Marawi crisis. "There really is due process", he said.

He also reiterated his vow to continue his bloody war on drugs despite accusations that thousands of suspects had been killed by police and vigilantes since he took office.
