Independent review says Horn won WBO welterweight title fight over Pacquiao

The WBO agreed to review the decision and yesterday released its results, which backed up Horn as the victor.

A Philippines government department asked the WBO to review the refereeing and the judging of the "Battle of Brisbane" in Australia on July 2 after Horn, fighting for his first world title, won a unanimous points decision against Pacquiao, an 11-time world champion.

Horn took the Filipino great's welterweight world title after judges scored the bout 117-111, 115-113 and 115-113 in the 29-year-old's favour but many observers questioned the outcome, saying the officials had made a "hometown decision".

"From the results, it can be established that Pacquiao won five rounds while Horn won seven rounds".

"Based on this, five anonymous, competent judges from different countries were asked to watch the bout without sound. For this reason, transparency is so important", the WBO said in a statement.

If he can't avenge his (BS) loss to Jeff Horn, Manny Pacquiao needs to retire IMMEDIATELY. and that's not us saying it, it's his hall of fame trainer Freddy Roach who says Pacman "got old overnight".

The WBO said the further step of combining the independent judge's scores for each round with the bout judge's scores for each round also confirmed a win for Horn.

While a rematch certainly looks on the cards, it doesn't seem as though Horn will get another high-profile, big-money fight with Floyd Mayweather. Pacquiao had Horn in wobbling and in trouble in the ninth round, but couldn't finish him off.

"Our feeling is, if you're quiet, you'll get abused but if you complain, they'll be careful ..."
