Police investigating the Manchester Arena suicide bombing have arrested a 24-year-old man after seizing a auto deemed significant to the investigation.

Police said 17 people have been arrested in connection with the investigation. The 24-year-old was arrested after the Royal Logistics Corp bomb disposal team were scrambled to a white Nissan Micra parked close to Devell House.

Bomber Salman Abedi's father and brother are also in detention in Libya, where authorities say the two brothers were both part of the ISIL which claimed responsibility for the attack.

Mr Khan, who was speaking alongside Cressida Dick at the scene of Saturday's attack, said: "Over the next four years there are plans to cut a further £400 million from our city's policing budget".

According to police, 11 people remain under arrest in relation to the attack, which forced the Conservative government of Theresa May to raise the terror threat alert to its highest level for a few days.

Ten men still remain in custody.

Peter Mann, whose daughter Jaden was injured in the attack, posted several photos of Grande and the youngster on Facebook.

Britain has faced terror attacks in the past - be it from the IRA, or more recently, Islamist radicals - and they too have come suddenly and caused sharp bursts of shock and grief. "Never seen jaden so happy! even cried again myself". "We believe three people were involved, but we still have got some more inquiries to do to be 100 percent confident in that", he said. "That smile! And what a lovely girl Ariana Grande is".

Proceeds from Sunday's concert will go to a fund set up to help the victims' families.

"This will be over in about three more days", Duterte said on Saturday after visiting a hospital in Cagayan de Oro where wounded soldiers were being treated.
